New 'Speed Up' Rules Will Be Tested In Arizona

Major League Baseball's commitment to speeding up the game will take shape very soon in the Arizona Fall League. Beginning this year, the following rule changes will be "tested" for their practicality. The new rules are: three total trips to the mound during a game except for pitching changes; elimination of pitches during an intentional walk; a requirement that hitters keep at least one foot in the box at all times; and a 20-second "pitch clock" in selected games. These changes are long overdue and Commissioner Bud Selig should be commended for rapidly making these tests operational.
